Ryan White CARE Act

In August 1990, the Ryan White Comprehensive AIDS Relief Emergency (CARE) Act was enacted to provide care and treatment for the thousands of Americans living with HIV/AIDS. The rate at which the AIDS epidemic was growing threatened to implode existing health care and service infrastructures. This program is the largest federal program focused exclusively on HIV/AIDS care.

First enacted in 1990 and amended and reauthorized four times (1996, 2000, 2006, 2009), the Ryan White legislation has been adjusted with each reauthorization to accommodate new and emerging needs, such as increased emphasis on funding of core medical services and changes in funding formulas.
